Germany is among the largest refugee hosting countries globally and one of the largest humanitarian donors. In 2023, Germany was UNHCR’s second largest and most flexible donor. Germany maintains a favourable protection space for forcibly displaced and stateless people, and strongly supports the implementation of the Global Compact on Refugees. Germany admits significant numbers of refugees through resettlement and admission programmes, including the community sponsorship programme NesT and an unallocated quota pilot. HIGHLIGHTS Germany as a country of asylum As of 31 August, 125,165 refugees from Ukraine had registered for temporary protection in Germany. Additionally, in 2024 174,369 asylum claims were filed including 160,140 firsttime applications. Of decisions on merits, the overall protection rate in 2024 (refugee status, subsidiary or humanitarian protection) was 62 per cent. Germany as a resettlement country Germany envisages admitting 6,540 refugees through resettlement and humanitarian admission programmes in 2024, representing a nominal increase compared to targets in 2023. UNHCR advises and supports authorities in the implementation. Germany as a global donor To date, Germany remained one of UNHCR’s largest donors in 2024. These funds enable effective responses to the humanitarian needs in new and protracted forced displacement and refugee situations. The majority of Germany’s funding was flexible and softly earmarked at situation level, enabling UNHCR to respond effectively to emerging needs.
